Restrict access to value sets

Dear Guru's,

I hope you can help me; I'm implementing R12.2.3 and have a requirement from an end user who needs to be able to maintain values on a value set used for Purchasing Item Categories. However, I want to ensure I restrict access to one value set only.

I have been trying to define a function for form Define Segment Values but I'm not sure what I should enter the parameters field. The value set the user should have access to is called XXPO_ITEM_SUB_CAT_VALUES.

Does anyone have any pointers as to how I can achieve the desired result?
