Linux server setup question

Hello,

I am not a system administrator, and not sure if this is the right place to ask my question. Let me know if I should ask somewhere else. I don't even know how to title this question. I have an Oracle linux server, 2.6.39-400.17.1.el6uek.x86-64, with an Oracle application that uses WebLogic for the middleware. When running Firefox, on the same server (locally), I can access Weblogic using the IP address and port with the string in the URL (for example, 999.999.9.9:7101/console).
