Does R98403 XJDE0019 copy OL Records ?

Hi,

I have applied some ESU in DV environment and i followed the special instruction in DV

Now i want to refresh the central objects from DV to PY

In this case if i use R98403 XJDE0019 report to copy central objects from DV to PY

So will it create OL records for new objects ?

if we look into Environment director so environment director shows the option to create OL records

Please let me know both method are same or having the difference ?
