E910 Business Object Reservation to unlock record

Hi, wondering in what case the records will be locked and placed into F00095....users would use P00095 to unlock specific records in order to do the update. 

This F00095 is storing all the locked records,,,can i delete all the records in this table ?

how is this table related to JDE caches in SVM ? 

pls give your advices....
