Oracle (acme) 4500 Tacacs+ question

A customer has asked me the following based on the fact that TACACS+ on ACME 4500 utilises media interface for the TACACS+ validation.

As TACACS+ is a management login authorisation tool there must be a relationship between media and management ports, the documentation does not give sufficient information.
