How can I issue IM a lot level (06) costed item to a standard work order and bring in the lot cost i

I guess I'm suppose to put more detail info in this space.  I'm a first time user and not quite sure what to do.

I've got a simple BOM set up.  Item 1 is the top item.  Items 2 and 3 are purchase items beneath 1.  1 and 2 are set up as 07 inventory cost.  Item 3 is lot controlled with cost at the lot level and set up at 06 inventory cost.

I've done a simulated and frozen update.  When I issue item 3 to the work order it picks up standard cost 07 instead of the 06 lot cost.  The cardex however picks up the 06 cost. 

Can you ever issue an 06 cost manually to a work order and have the system pick of the lot cost instead of the 07 std cost???
