Why unable to Enter Forecast ETC for Periods with Actuals

When the forecast is time-phased in Project Management module, we can only enter ETC for periods without actuals. In fact, when actuals are entered for a period, the ETC is deleted.

Does anyone know the rationale behind this? I would expect to be able ETC even if there is actuals in a period.
