Installing em in non-production environment

Hello,

I am trying to understand the licensing issues associated with Oracle 12cc installation.

We have Qa and development databasess. There are version 11.2.0.2.

We will be going for production soon.

We are using enterprise edition databases.

Can I directly install em12 cc or is there any licensing issue associated with this!

Please let me know if the question is not clear.
