Trying to remove ORACLE_HOMES with external deinstall tool, but it says there is a database associat

I have upgraded standby instances to 11.2.0.4 and want to remove the 11.2.0.3 homes.  The oratab file shows everything is set to the 11.2.0.4 homes and I have verified the instances are running out of them.  But when I try and run the install tool from the 11.2.0.4 distribution, it says there is a database running from each home, when there isn't.  I've tried temporarily renaming the oratab file but that didn't help.  I've tried running the deinstall from the target ORACLE_HOME which didn't help.  Anyone have any ideas?
