Is 11g XE install supposed to run the equivalent of DBCA?

Hello,

I have tried to install 11g XE on a Windows 7 pc.  The setup seems to run.  It creates the services but the database configuration is way short of being usable.  There are no physical files for the system and other tablespaces.  The init.ora file is very brief and no control files have been created.

What have I done wrong?  Where can I find setup logs?
