Submitting RUNUBEXML from 3rd party scheduler on Windows platform

Has anyone been able to get RUNUBEXML to work on a  Windows platform when submitted by a 3rd party scheduler?

I can get it to work if I run from the command prompt logged in to the console session with the same account that is used to start JDE services.

But I cannot get it to run from a 3rd party scheduler.  It keeps giving an error that it cannot open the target XML file.  It creates the XML file with zero bytes but then errors.

I also tried using  Windows scheduler but it also fails.

I think the problem has to do with IPC access to kernel resources.
