Nov2014 12.1.0.4.3 Agent Bundle Patch Identical to Oct2014 12.1.0.4 Agent PSU?

Hi, DBAs

I've logged an SR (level 3), but thought I'd ask the Community if anyone has this same issue.  This is a newly-installed EM 12.1.0.4 on Linux x86-64, Oracle Linux 3.8.13-44.1.1.el6uek.x86_64.  The OMS, agent, and repository are on the same host.  I have yet to add targets, but I have applied the October 2014 PSU to all the components.  Patches applied are 19218456 OMS, 18721761 Agent, 19182814 WLS, 19121551 and 19282021 to the 11.2.0.4 EM repository database.  I moved on to the Nov2014 Bundle patches, and have applied the OMS System patch, 19975259, without errors.  The problem is the agent patch,
