How do we update Workflow email notification (step by step guide)?

We have a need to change the PO Approval email notification - specifically to use the header ship_to_location_id instead of the line location_id.  We tried updating the PO_GENERATE_EMAIL package without any success - so we need assistance in knowing exactly where we need to make this change.

Appreciate any help that can be given!
