How To Create A Parent Child Relationship In Install Base programatically

We have requirement in our current project to a Parent Child Relationship In Install Base programmatically. We are creating Item Instances from Oracle Projects module and client would like to have component of relation ship of ATO item which is Parent Item to child items as per BOM set up. Here we are not using OM, WIP etc modules.

Let me know whether anybody has solution it. Out of Box or custom solution is acceptable.
