Can't change org in BOM responsibility

I'm trying to change orgs when working with Bills of Material, but whenever I select Change Organization nothing happens.  Same thing when I open the BOM dialog, I'm expecting the org selection dialog, but it never shows up.  Is there an org setting that prohibits BOMs?  Is this a bug?  I haven't been able to find anything on this yet, although there are thousands of websites to look at.  We're running 12.1.3.
