Cross Validation Rule not working for certain accounts in same range ;

I have a cross validation rule that is inclde : everything ;

then EXCLUDE : 33-441-6500  TO 33-441-6700

When testing, certain accounts in the range get accepted and save in JV, however some other trigger the CVR and error message appears.

For example 33-441-6505 is OK and accpeted and saved.

but 33-441-6610 throws the error of CVR.

?

Can any one clarify this please
