Application level - menu file log out is not available

Some of siebel users can not see the application level - menu and they can not go to File-->log out from Siebel.

The following error is displayed:

"This target list operation is not configured to support the curent applet. Please contact you Siebel Administrator if you wish to enable this operation on the applet (SBL-SIS-00204)
