Standard practice of RPC application after version upgrade

Hi all,

I would like to have your advise regarding the standard practice of patch application after version upgrade.

We engaged a consulting firm and have just recently upgraded our version from 12.0.6 to 12.1.3, however, we notice that they did not apply RPC patch after the upgrade, even though RPC-1 had been available during that time.

Should RPC application be the consultant responsibility? or should it be treated separately?
