Siebel Installer 8.1.1.11 hangs on Windows 2012 r2

in the log file there was an error:

java.lang.NullPointerException

at com.oracle.siebel.apiinstaller.InstallerUtility.getBaseInstallProperties(InstallerUtility.java:510)

at com.oracle.siebel.apiinstaller.GUIAPIInstaller$2.run(GUIAPIInstaller.java:830)

at java.lang.Thread.run(Thread.java:619)
