Provisioned users are not showing up in the application assign access list.

Newly created native directoy users are not showing up when trying to assign access to an hfm application. The users are given appropriate provisioning to access the HFM but not listed in HSS Console-Application group-HFM -right click on app-assign access control. Its 11.1.2.3.501 Environment.
