18076729 not availale in metalink - but suggested by latest patchset.sh

Problem Description
---------------------------------------------------
Latest Patchset.sh result show this.

product     running                              latest
inv R12.INV.B.3(9242191) R12.INV.B.6(18076729) Patch-Released

But when we try to  download the patch from support.oracle.com , it says patch not found.
