Security Risk of Bequeath Adaptor

I've seen that Oracle recommends removing world execute on 'sqlplus' on database installations.  I understand that this is due to use of the Bequeath Adapter.   What I don't understand is what risk is introduced by using the Bequeath Adapter by a non-dba member.  Can someone elaborate on the risks involved with use of Bequeath Adapter for db connectivity?
