Siebel Salesforce Integration

We have requirement to integrate with sales force with Siebel.We need to develop Outbound web service to send Opportunity Data with attachments to Salesforce. Is it possible to send Siebel attachments with Outbound Web services? I want to understand and see any useful information around this type Onsite to Cloud application Integration.Is there any considerations or limitations around size? Any useful links and related Information will be useful.
