DBMS_LDAP.OPENSSL SSL Handshake Failed

Oracle:  11.2.0.4

OS:  AIX 6.1

We are trying to implement a procedure that will change a user's AD password using the DBMS_LDAP library.  We are successful at being able to connect to AD for viewing data but in order to make a change, we need to implement the connection using SSL.  All examples online show a relatively straightforward process for doing so.  We are seeking help in trying to figure out why we can't negotiate a successful SSL handshake.  Below is a sample of our code we have implemented.  We are using the Banner ERP system, hence why you will see banner delivered packages for
