EBS 12.2.3 New Employee getting error after logging to oracle for first time

Hi Team,

Our end user got below error after trying to login oracle EBS 12.2.3 for the first time. I have searched Metalink & Google but didn't help. Could someone please advice?

"Application: FND, Message Name: WF_USER_NOT_EXIST. Tokens: USER = XXXXX;"

Though user was able to log in after changing the password he gets this error.
