Dispatch and Publish 'EDX' purchase orders in batch

Just looking for confirmation that the EDX Online BATCH dispatcher process (PV_DISPATCH) will only ever send POs that are in an "Approved" status, and not ones that have already been dispatched?

What would happen with change orders?
