Any suggestions on how to customize PO workflow notifications?

We need to customize the workflow email notification that is sent when email address is filled when hitting approve.  The change is small - we just want it to use the header ship_to_location_id instead of from the lines....we tried updating the PO_EMAIL_GENERATE package without any success.  Any suggestions?
