Oracle is not creating a sub-line on the order workbench -11i

Hello

We have quite a few orders that has this issue.

Sales order created for QTY 20 (line 2.1).

QTY 12 have shipped.

Sales Order did not create new sub line (2.1.1) showing the remaining 8 that need still need to ship. We tried to rework workflow activities with no success. Currently line 2.1 is showing “Picked Partial”

Supply/Demand shows there is still a Reservation on these first 12 that have shipped. This should have been removed.

Any idea why this happened?
