How do I disable user parameter in OBIEE 11g XMLPServer data model or make the user parameter unedit

Requirement is to disable user parameter or else make it uneditable in OBIEE 11g XMLPServer.

Its integrated with Oracle Utilites - CC&B and reports get invoked from CCB i.e. CCB Processes as they proceed reports are invoked and control passes to BI , user logs into it and gets the report (if print - pdf report printing is done , if MIS analysis excel extract is taken).

Above scenario is working fine for one city implementation, now city2 implementation is one same database where-in all reports we need to put in USER ID parameter, and hierarchy will be USER_ID based CIS Division(city) then CIS Division based Zone , Zone based Sub-zone likewise.
