RUP7 Patch Broke OAFramework pages

After loading RUP 7, known issues patches, and EOY Phase 1 in a newly cloned testing instance (R12.1.3), the IE framework pages are all messed up (fonts, frame sizes, etc.).  I've tried applying the fixes from Doc ID's 1934113.1 and 1348791.1 for stylesheet issues, but nothing has any effect.  The marlin_html.zip file version is 120.54.12010000.84.

Any suggestions?  Do I need to post an SR?
