Create Carrier Response Template Issue

After making all configuration required for Sourcing, as per Online Help, when I try to click the action "Create Carrier Response Template" on a Bid Round, I get the error - "Bid Round ID is required", even though I initiate the action from Bid Round and it is available on the screen.  I am on OTM 6.3.5, and I was trying to use the rate record template configuration to generate the rate template.  I tried this on 6.3.4, to same results.

Has anyone faced this issue before?
