Work Orders Not appearing on P31123 for completion

Hi Team,

We have four work orders  , out of which two are coming on screen(31123)  but coming as non editable mode and thus user not able to complete the work order and other two work orders are not even coming on P31123 appplication to close.

All four work orders are in status 45 and routing was done for all four work orders. we are using JD Edwards world A7.3 version

please let us know any thoughts.
