Security export from HFM application does not show all users with their Class Access

we are on 11.1.2.3.500 HFM.  Users are assigned to a group and groups is provisioned for certain roles.  Have about 60 different security classes, for which users as assigned difference access levels to each class .  When we export the security from HFM application, we do not see the users and their access information in the .sec file.  Only users we see is the ones that are provisioned individually or groups that are provisioned.  Has anyone experienced this issue?
