No Base Price in Effect Error for Ship To Customer

All items are set at a Sales Price of Item Only in the item master. I enter a base for the Ship To of a Sold To customer. I get a No Base Price in Effect error. I enter a base price for the Sold To and no error. I need to set base prices at the Ship To; not the Sold To. What is the solution? Thanks, Fred
