Why Project and Task fields are not enabled under Internet Expense

I have project enabled the expenditure type 'CONTRA R&D ODC' by going through set ups under Accounts Payabel Superuser: Setup->Invoice->Expense Report Templates

Upon creating the internet expense reports, I can select the expenditure type 'CONTRA R&D ODC'; however, it doesn't enable the fields Project and Task. What set up is missing here?
