Functionality of BWC for GBPA enabled organizations feature

I have created GBPA in OU1 and enabled it to OU2  via tools>>enable organizations. I am expecting OU2 should be able to access GBPA but cannot modify as owner is OU1.I am seeing different results.

Initially i was able to modify GBPA in OU2 from a responsiblity which  has access to only OU2 ( via MO:Operating Unit). We have applied Patch # 16941705:R12.PO.B as per oracle recommendation   and after that I cannot even access the GBPA in  OU2 from a responsiblity which  has access to only OU2 ( via MO:Operating Unit). It is giving the error " you are not authorized to access this document"
