APP-FND-01564 ORACLE ERROR 1403 IN FDXWHO Error

After the upgrade to 12.1.3, I noticed that the record history function was not working for FND forms such as Concurrent Programs. The created_by column is populated by a value of 1 in the fnd_concurrent_programs table. This value of 1(user_id) does not exist in the fnd_user table. How do I go about fixing this issue so as to have record history working.
