Unable to select grid

I am having an issue where it will not let me select any grid on any application.  It brings up arrows when left clicking on the mouse.  This is only happening in one environment and the other environments are working properly.  Other users are not having this issue and logging in another machine with the same userid this issue does not happen.  It seems to be tied to my machine but I have tried restarting my machine and uninstalling the web browser with no luck.
