Can Vertex Q (4.0.6 version) be configured for Canada in R12.1.3 release?

We have integrated the Vertex Q  (4.0.6 version) for US and want to do the same for Canada but it is not working. We want to know is the Vertex Q version support in R12.1.3 release?

If so.  Please provide any documents or the steps.
