Open Enrollments - Issue with entering Plan

We are attempting to update an employee's benefit plan following the addition of Dependants. When attempting to select PMI plan - Private Medical UK Family Cover the following error message is displayed.

APP-BEN-91592: Private Medical UK Plan may not be selected at this time. This person is already a member of this plan, or you have exceeded the maxiumum of 1 options allowed. (OPT-ENRD=2).

When searching for error APP-BEN-91592 there isn't a related link.
