IGIRRMSC.fmx forms not generated properly -

While applying the patch 17400953 we observed that IGIRRMSC.fmx forms not generated properly. We tried compiling the forms manually but we are getting the below error. Please check with oracle support on this.

The following Oracle Forms objects did not generate successfully:
igi     forms/US        IGIRRMSC.fmx

Compiling package body IBY_FNDCPT_TRXN_EXT_NPC...
Compilation error on package body IBY_FNDCPT_TRXN_EXT_NPC:
PL/SQL ERROR 323 at line 12, column 13
subprogram or cursor 'DEBIT_AUTHORIZATION' is declared in a package specification and must be defined in the package body.
