How is change order tolerance "Header Amount Limit" used for "Auto-Approval Tolerance for Orders"?

How is change order tolerance "Header Amount Limit" used for "Auto-Approval Tolerance for Orders"? Header Amount Limit is not available for standard order. I thought this might pertain to a standard order released from a Global Blanket Purchase Order, but does not seem to be the case.Please advise the affect of setting this tolerance
