How to make a dataload, to add instances on the Department/Resource/Instance.

I have made a dataload, but i'm having problems because every instance i add, there is the need to change the capacity units, so i get the next error:

"The number of resource instances record should be equal to capacity units".

Any ideas of how to add instances trougth the data load tool?
