Inspection quality plan error at the time of PO delivery

We recently upgraded to 12.2.3 from 12.1.3 and this issue started after that.

A user when trying to deliver POs after they have been Inspected gets an error APP-QA-16267: This transaction cannot be saved because you do not have access to one or more of the following mandatory plan / plans: EDM_RECEIVING_INSPECTION

This occurs intermittently after the user has entered the location on the PO delivery transaction and tries to either navigate to the next record or save the transction


This error is not valid since this quality plan is enabled for Inspection transaction only and not for PO delivery transaction and secondly the user is not doing inspection but doing a PO delivery
