Does Oracle allow customers to put security policy on seeded table like AP_INVOICES_ALL? Thanks.

we have a request to only allow users to see a subset of data on ap_invoices_all from anywhere regardless it is a form or a report. So we are planning to apply database level security policy on ap_invoices_all. Does Oracle allow? Thanks.
