/dev/shm is not being used

Hi all, we are in Rhel 4 running Oracle 10g. I am just wondering why the /dev/shm is not being used. for my understanding, this should be the shared memory that will be used if RAM is exceeded. In the event, the SWAP space is used. What is the use of /dev/shm then if it's using the swap?
