Project Expenditures with Project Manufacturing

We are using Project Manufacturing to interface Projects with Inventory. Also, we have enabled Project Locators for subinventories.

The issue is with expenditures. When we receive material with Project Locators, it is an addition to Project expenditures. However, the material is still in Inventory. Later, when we issue the material to project (same project and task), we notice a negative transaction. As a result, the expenditure total is net zero due to these two transactions, which also reports incorrectly in status inquiry.

Anyone having some information on how can we handle this?
