"Format Payment Instructions with Text Output" generates empty payment file

Greetings,

   I recently applied several patches that include XDO patches.in our 12.1.3 instance. Initially, we started to get a java exception error that is related to defining of the sequence US_NACHA_DAILY_SEQ. After removing the definition from the format template the error is gone but the "Format Payment Instructions with Text Output" output file is empty. our new patches that caused the issues are 9501440 and 18935728.  We later applied patches 19276440 and 19788249 to help fix the issue but they have not. The error we got when the sequence is defined and kept in the payment format template is:

java.lang.NumberFormatException: For input string: "null"
