[11i] - Problems understanding the readme for the patch 14552338

Hi!

  We have an 11.5.10.2 Oracle eBusiness Suite instance, and for a localizations problems, in a Service Request Oracle told us to apply the patch: 14552338

Ok, but the problem is that the Readme of the patch is a little confusing. It's like splitted in two, and have some pre reqs at the top of the readme, and some other pre reqs in the middle.

In portuguese language it says:

So... I dont understand is the Readme is wrong, or if in all of this years, is the first time that i found a readme like this.
