Cannot Create New Payables Invoice Approval Rule in Approvals Management Business Analyst, Standard

I need to add a new rule in Payables Invoice Approval transaction type.  I created a condition, but now when I go to "Define Approval Rules" and click Create I get the "You have encountered an unexpected error. Please contact the System Administrator for assistance." error.  Am I doing something wrong?  Do I need some permission added to my account that is missing?

Note that we have been using this for quite a while, I just need to add one new rule and it won't seem to let me.

Any help is appreciated.  Thanks.
